IIS is a service that runs on a Windows Server. It is not a stand alone product from Microsoft.

Windows Server, whether it be 2000 or 2003 is an Operating System. Operating systems will have a number of optional components that may be installed and Internet Information Services is one of them.
IIS allows an administrator to set up a Web Site, an FTP Server, or a SMTP Server (email) Server within Windows Server. It is also needed for an number of Client/Server Microsoft Applications such as Project Server, SharePoint Portal Server and WSUS (Windows Server Update Services)Server.
You may hear IIS referred to as a "Web Server"

Think of it this way:
The Operating System is what makes a computer functional, and manages all the other programs in the computer.
IIS is a component under the Operating System.

Windows Server is the Microsoft version of Windows that is designed to be a file and application server operating system (OS).

Internet Information Server (IIS) is a Microsoft server application that is used to host web and FTP sites.

IIS is an included option that can be run on top of Windows Server, along with a number of other server applications. IIS is also included as an option with Windows XP Professional OS.

So the specific answer is IIS is not the same as Windows server. If you want to host a website with IIS, you can do that on any PC with XP Pro, you do not need Windows Server.
