There is no such thing as bad link, bad link=no link. But if you submit to quality dirs, it will raise your rank after some time. Of course, you do not know which directory is good or bad, so submit to as many dirs, as you can and this will give you good results. Free Links is what Submit-Add-url.com is all about.

submite, thanks for sharing your good work with us. What would make this site really useful for other would be adding some additional data for each directory: PR, payment type etc. and the ability to sort the directories based on these.

I am sure this may not be straightforward but it would definitely increase the traffic to your site.
