Do high PRs mean good optimisation?
My site has a PR 2, should i be focusing on improving the PR by building links? are there other ways to increase the PR? does it matter if the PR is low?

nah.. im not into pr.. i suggest you focus on driving traffic to your site.. that would be a much benefit to your site.

No, I think there is no way to increase your web site's PR.

well for me a good optimization to your site is a high on traffic and pr.
