I had one of my blogs rise the
PR ladder with just 7 posts and absolutely no backlinks from any sites or blogs except for the social bookmarking sites. So, that to me is enough evidence that a few backlinks along with good content is enough to get Google to notice you and once you are there , usually, there is enough motivation to keep going.
