A mailing list you can buy is most likely full of unwilling participants who will quite happily report your attempts to sell them something as SPAM.
Get enough SPAM reports and your website will be shut down and blacklisted by ISP's.
If you need content you should write it yourself or be willing to pay some money to get articles written for you. Attracting visitors is the heart of ecommerce. You won't find a shortcut to high traffic.
